The problem with buying a dead animal incinerator is figuring out where to put it.

Space is limited at the current trash transfer station in Horsethief Canyon. The Wyoming Department of Transportation is, understandably, wary of locating an open-flame gas incinerator near the bunker where it stockpiles explosives for controlling avalanches. And for biological and "optics" reasons, it doesn't make sense to dispose of potentially diseased carcasses on the National Elk Refuge.
